New NERARS Agreement

New Recruitment Advertising and Resources Agreement Will Help Institutions Attract the Best

The NERARS Agreement will help universities and colleges stand out from the crowd when it comes to recruiting staff (please note: these Frameworks are for HR recruitment only).  The agreement covers advertisement creation and production, typesetting and copywriting, media buying, art direction, brand management and where required, full creative services for new advertising campaigns.  In addition to these traditional recruitment products and services, NERARS also offers innovative service options for candidate generation, employer branding, websites and micro-sites, digital creative services and increasingly popular social media services.  The new agreement, which will start on 1st January 2019 and run for four years, offers institutions several benefits:

  • Additional opportunities for cost savings at the mini-competition stage
  • A fully EU-compliant route to market
  • Choice and competition for institutions
  • Opportunity to refine exact requirements over and above the basic contract terms.

NERARS offers a selection of suppliers from which to choose (in order):

  • SMRS
  • W R Group (operating as WebRecruit)
  • AdGen

Beyond the agreement-specific benefits listed above, and the diverse selection of suppliers, using NERARS will also support your institution in meeting the Higher Education sector’s procurement target towards collaborative spend.  As this agreement is EU-compliant, also saves you time in the procurement process while protecting your institution from legal challenge.  The simplified call-off procedure gives buyers two options: first, you can make a direct award to the first-ranked supplier (TMP Worldwide) if they are able to meet your requirements; alternatively, if you feel TMP is unable to meet your requirements, you can undertake a further competition between all suppliers capable of meeting your needs.  Further guidance on call-offs and running a further competition can be found in the NERARS Buyer’s Guide which will be available later in the year.
